If you are cooking pot roast on the stove, you have to boil the liquid first. Cover the pot and reduce the heat from medium to simmer for 2 hrs. After completing the 1 hr, check liquid consistency. If it requires more liquid then add some liquid. When 2 hrs are done add the veggies and simmer for 30 mins. more or until vegetables are fork-tender.

No, you can’t cook a frozen pot roast in a slow cooker directly. You need to thaw first. A 3lb roast needs 24 hrs. to thaw in a refrigerator. You can also thaw it in water changing the water every 30 mins. It will take about 2-3 hours to completely thawed.
